Damaged mail or mail with missing items
This is a result of some side discussion on a trade dispute thread which is now resolved.
If you receive a piece of mail that is damaged/opened and appears to have items missing as a result, report it to the postal service IMMEDIATELY! Call their 1-800 number, or take it to the post office where your items are delivered.
I bought a 1/1 Topps Finest press plate recently that disappeared from the envelope, and there was a slit in the end where it came out. Normally when you receive a damaged envelope, it is put into a plastic bag with a note. Needless to say I was upset when I received this totally empty envelope!
The USPS says it probably got caught up in a machine and is possibly at their recovery center or whatever you want to call it. They had me fill out a "Rifling/Loss form" (I believe it was a form #1510, which you have to pick up at the post office), which gets sent to your post office, the post office of origin, and their central recovery or unclaimed property center. In the thread I mentioned, there were a few reports of this happening (all sounded fairly recent), and we need to make sure the USPS knows it is happening so maybe they can do something to stop it. DON'T let them say there is nothing they can do - make them give you a form - it is for uninsured items too!
Maybe I'm being too much of an idealist, but at the very least you can make the USPS try to find your missing stuff.
